About the Firm

ECMS, Inc. (ECMS) provides Value Engineering tailored to Project monitoring, Budget controls and Cost benefit analysis. We institute a strategic systematic approach with each program that enables ECMS to integrate its resources with the client in providing a seamless organization and cohesive team that will serve a project efficiently and effectively while maintaining the projects long term operational expense.

ECMS has continuously provided technical services and consulting in engineering activities related to improving our environment and quality of life, for twenty-six (26) years.   ECMS offers services to clients that interface with planning, development and infrastructure related projects that will enhance health, safety and a clean environment.  ECMS’s primary  focus is to apply technical expertise to engineering and construction related projects to achieve solutions that protect the environment, public health and safety, and improve the quality of life.

Our staff’s expertise includes Program Management, Engineering Management, Project Management, Environmental Consulting, Construction Management & Construction Inspection Services.  Our project management team has experience interfacing with multiple public sectors and their representatives.

Our professional consulting engineering management and construction support service includes the following disciplines:

Project Engineering and Management provides programming, planning, management, supervision, administration, client staff support, monitoring and inspection for facility renovation, new construction, and remediation projects. 

Construction Plan Review and Project Controls tracking protocols are implemented to provide Value Engineering tailored to Project monitoring, Budget controls and Cost benefit analysis. We institute a strategic systematic approach with each program that enables ECMS to integrate its resources with the client/client staff in providing a seamless organization and cohesive team that will serve a project efficiently and effectively while maintaining the projects long term operational expense.

Environmental Site Assessment (ESA) identifies the environmental risks using historical research and field investigation activities associated with Real Estate. Phase II ESA includes the necessary field sampling and analysis to identify and characterize the property’s specific hazardous conditions identified during a Phase I ESA; and Phase III ESA provides remedial action planning, implementation, and management to reach final closure of a project that has gone through Phase I and Phase II activities.

Infrastructure Surveys, Property Condition Assessments, and Forensic Investigations determines the necessary rehabilitation, operation and maintenance needs for a facility’s structural, mechanical, and utility systems.

Project Safety Policy Development and Implementation that includes Health and Safety Plan Development and Implementation; Worker and General Public Hazard Assessment; Worker Task Evaluation; and the Facilitation of Worker Health and Site Safety Training and Continuous Communication.

ECMS has developed strong working relationships with private businesses, local, state and federal public agencies and institutions.  We continue to focus on improving our full-scope of services within each of our business sectors.  Our client base is diversely secured within those sectors because we provide safe, timely, concise and cost-effective turnkey services structured to each clients’ particular operational circumstances.
